更新后电源管理失效导致功耗增加

设备环境：（物理机、公网、系统 0.9.30）

BUG现象：（BIOS把PCI-E 打開了ASPM, 但飛牛無法支持ASPM, 令功耗下降不了）

出现频率：（必现）

使用sudo lspci -vv 指令, 可以查看出, 以下4個元件無法打開ASPM:
